Update: I received a new coil and installed it and set the head space using a business card since a feeler gauge doesn’t work with the magnets. Disconnected the switch and still no spark. Did I get a bad coil or is there anything I can do short of pitching the thing in the trash?

I am working on a B&S 21HP single cylinder model 331877 1449g1 and noticed while checking valve lash that at TDC between the compression and power stroke the gap was good however after rotating the engine to TDC between exhaust and intake, both rockers are tight. Is this correct? Thanks.

Update: Received the new cable and compared it to the old, same length. Put it on and fired up the tractor, engaged the blades and they work! I don't know if it was a weak spring on the old cable os a combination of new belt and cable but 80 bucks later, I'm good to go. Thanks for your replies.
