It was the battery. Time for a new one.

So when I try to start my electric start mower, Honda HRX217HZA, the starter spins but does not kick up to the flywheel. I checked the battery on a multimeter and shows 12.5 volts. Could be the battery or the starter? Can I used a jump starter to see?
