Carb flood, needle problems. Take off the carb, open and clean it, see the needle working and clean the seat, may be some dirt in the seat of the needle, control the float is good. I dont like plastics carbs!!. May be some black burn at the first (last flooded)

My push mower,Honda clone (OHV) works with 20W50 oil, change every year in april, no problem never, lot of years There is no oil that maintain properties more than a year after heated.

Sea foam?? If the engine was good why did you put seafoam in oil? Change oil.

In photo 4 you have a tecumseh rewind starter. Are you sure that engage with the cup??

Don't do it alone. Seat another person in the seat, he can see you when you inspect and can help with the danger. Keep distance to moving parts.

I think it's aluminium ( from Photo 1 and 6) try a magnet test, may be when you reassemble a little dirt stay inside and do the job. Wash and clean it all and reassemble. No ghost, only mysteries

Sounds like carburetor flooding, in according with Slomo.

The throttle in full power close the choke, and the carb is choke on. After the engine runs few seconds you must close the throttle at working RPMs, and the choke open to run.

The smoke in not from here, I think its coming from the electric parts, is the motor in good condition, clean and oiled??

Take out the carb and see the needle seat, replace the seat if ruined. The spark plug could be wet, dry it off.

No problem with rat and mice, the problem are the 20 years.

The only option without chemicals is mow it at the lower cutting height, in your case is 20 mm. The grass take more time to growth.

Thats it clean ground is needed, try "card" gap, never fails. If no spark could be coil. Try another coil. Try another spark plug. No more options.

Spark plug bad, check spark. Try take out the coil, clean seats for good ground, adjusted at distance to flywheel (card method is good), check spark again.

Garden hose, blower air flow and DW40. Never wet grass if possible.

No fuel or no spark, check both when hot. Open and close cap to check vent. Check spark.

Very old parts from lots in one. Works fine. Rope start poley, rpm screen, tuned carb to propane fuel.

No motor swap, there was missing parts like fuel tank, recoil starter, air filter,the carb dead. But the compression was good. Now I made a "frankenstain 22" with that old Tecumseh, and a same old frame. For many people these machines are garbage, but for me are gold. I like to put it runing...
