I think that a bushing of sort is missing all the way on the right side, right before spacer/sleeve bearing that engages gear housing. If you were to insert something there the whole gap marked in blue would disappear.

Follow the proper fuel line/tube routing as indicated on diagram. If bulb gets hard while you're priming it, tubes are connected wrong.

In blue are the components that could give you a sloppy steering and in red are the ones that need good lube twice a year....because if you don't lube it, it'll make 'blue components' work much harder wearing it out much faster. btw, 'blue' parts need lube also.
