Your carburetor is plugged up from the old gas sitting inside the carb for extensive period of time. Use GumBuster to clean the carburetor without disassembly.

If it's running rich, most likely the air jets are plugged.

Your engine runs lean. Did you replace your carb with a genuine Kohler carb or knock off carb? The knock off carbs are manufactured poorly therefore the air/fuel ratio is incorrect.
